		<description><![CDATA[We are hearing a lot of frustration from landlords and concerns with regards to the Scottish tenancy deposit scheme. 

Many consider it to be a classic case of using a hammer to crack a nut! 

It is true that landlords will no longer be able to retain the interest accrued on the deposit - these sums will be used to finance the operation of the deposit schemes. Under the regulations, the approved schemes will be closely monitored by the Scottish Government and must adhere to a strict model in terms of their operations which enables them to be self-financing and therefore free of charge to both landlords and tenants. Clearly it is yet to be seen how it will all work in practice but we will be keeping a close eye on this area.]]></description>

		<description><![CDATA[I can see why regulations are being put forward regarding tenants&#039; deposits, as so much abuse of the system has taken place, and I speak as a landlord myself. However I am annoyed that I have to go through another set of hoops to do what I&#039;ve always done, ie give back the tenants their deposit. 
I still have concerns at a third party &quot;looking after&quot; the deposit -who earns the interest on the monies? This was one of the advantages for the landlord as far as I was concerned.]]></description>
