Procurement for RSLs

-the framework within which you must operate - an introduction
At TC Young, we are receiving an ever greater number of queries from clients regarding procurement of contracts for works, services and supplies both below and above the thresholds laid down in the Public Contracts (Scotland) Regulations 2006. This introductory course aims to provide practical advice to RSLs in relation to procurement of various types of contracts, with reference to case studies. We will provide an overview of the legal framework within which RSLs operate, as well as updating attendees on recent developments in procurement law, answering questions such as: "when is a works contract a supply contract?", "what procurement processes apply to contracts below the relevant threshold in terms of the Regulations?" and "what are the consequences of a failure to comply?". This session will be the first in a series of events looking at procurement issues for RSLs.
Who should attend?
This session is aimed at any staff dealing with the day to day challenges of procuring works, services and supply contracts on behalf of an RSL.
Introducing our speakers....
Andrew Cowan is Managing Partner and head of the TC Young litigation team, who is known for his "pragmatic" approach. He is also the leading lawyer within TC Young for clients looking for assistance in procurement/contractual arrangements and implementing conditions in connection with Building/Maintenance Contracts. Recognised as an expert in his field, he is a regular contributor to seminars and conferences throughout Scotland.
Lauren Doherty has substantial knowledge of commercial transactions, having worked with one of the largest law firms in Scotland between 2005 and 2008. Her role includes drafting and revising commercial contracts and assisting Andrew with all matters related to procurement law. She has experience in dealing with a variety of procurement issues presented by clients, both before and after tender, and regularly provides updates on recent developments in procurement law.
