Scottish EPC Reforms: October 2026 Changes Officially Delayed Following Government Update
The Scottish Government has now confirmed that the major package of Energy Performance Certificate (EPC) reforms—originally scheduled to take effect in October 2026—will not proceed as planned.
The update, published on 10 March 2026, formally delays the introduction of new‑style EPCs, revised ratings, and associated transitional arrangements. This represents a significant shift for landlords who have been preparing for the 2026 deadline.
What Has Been Announced?
According to the Scottish Government’s official update, the regulations introducing the new EPC format “will not come into force in October 2026 as planned.” Instead, the existing 2008 EPC Regulations and current certificate system will remain in place until a revised timetable is agreed.
The delay is driven by a UK‑wide alignment issue. The reformed EPC framework depends on the completion of a new methodology, including UK‑wide assessor training and technical infrastructure. With the UK Government having postponed its own EPC reforms to the second half of 2027, Scotland has responded by pausing its implementation timeline.
When Will the New EPC System Start?
At present, no new commencement date has been set. The Scottish Government has stated that a revised timeline cannot be confirmed until the UK Government finalises its updated EPC reform schedule with industry and devolved administrations. This is expected after the Scottish Parliament election.
